Noun1 of Noun2 + Ving Modifier

Hi Instructors,

I have a question regarding the usage of "Ving" as noun modifier. If we have "Noun1 of Noun2 + Ving", does "Ving" modify Noun1 or Noun2, or either one of them? Is there any rules? Thank you!

potentially either, although there should be a VERY strong, unambiguous context if it's noun #1.

i'm going to presume you aren't asking this question completely out of nowhere, so, i'll lock this thread -- please re-post the question with at least one specific problem to which it pertains.
