After reading OA I could understand why OG has selected D as OA. But I am not able to understand their explanation for refuting E.

So my query is related to E:
The aim is to reduce the amount of ash this year to half of last year’s total. This phrase itself made me to think on total quantity.

Let’s say last year total ash unit: 100 Units
This year aim is 50 Units. (See the underlined phrase above).

So even if we assume for a while that a truckload produces same amount of residue for both the years (And this assumption is D, the OA), still we may not be sure for 50 units of ash this year. What if this year 200 Units residue is generated and that will lead to 100 units of ash, which is still greater than the targeted 50 units of ash.

E is irrelevant. Even if it were greater, city services will simply separate out more refuse for recycling, according to the plan.
