OG 12, page no. 111,

The scientist announced that the supercollider was ready, that it HAD not COST too much, .....

Shouldn't it be "had not Costed too much" ? If the above sentence is correct, what meaning it conveys?

there is no such problem on page 111, but the past participle form of "cost" is "cost"..
