OG SC Question 8 - page 673

Hi Everyone,

First off, let me apologize if this is the wrong area to post, for one reason or another I don't have the ability to post in the OG Verbal forum.

I got this question right, but in my analysis after the fact the OG explanation has left me a little perplexed about one item:

Answer choices for C & D include the pronoun them and the OG essentially says it's confusing because it may refer to "tourists." Fair enough, but why isn't this the case for the correct answer choice E? Is this just the best answer of the lot, despite "them" still possibly referring to tourists?
