"One of the [PLURAL NOUN] that/who [PLURAL VERB]"

"One of the [PLURAL NOUN] that/who [PLURAL VERB]"

He is one of the persons who bake spectacular cakes.

the above is correct, although it sound strange to my native ear. in conversation i'd say:

"he is one of the people who bakes spectacular cakes."

i assume i am wrong. id say that 'one' is the subject, and therefore requires a singular verb, 'bakes'.

can anyone please advise on this/ give other examples? thx

In constructions like these ''one of the..',always look for the subject ('persons' in the above statement) that is nearer the verb ('bake' in the above statement )...

There is another way of looking at this : meaning .
'who' is modifying 'persons' and not 'he' .
why ?
Becasue if this were not the case then there would not have any need of bringing 'one of the persons' .
Let me explain . If who is modifying he , then we can think it like -
He who bakes spectacular cakes is one of the persons .
This is meaning less .

Rather whaterver the persons do he also does that .
So the relative pronoun modifier 'who' is actually modying the persons and hence the verb should match .
