As you wrote, it's whatever is
logically parallel. I.e., it's entirely a matter of the
intended meaning, which you have to figure out using (i) context and (ii) everyday common sense.
In the OG problem you cited (which I had to delete, since we aren't allowed to reproduce OG material here), the cities are
doing two things:
1/ stressing xxxxx
2/ investing xxxxx
In other words, these are "bullet points", or "A and B", or "#1 and #2", or "this and that", etc.
Nothing else in the underlined part is "A and B" or "#1 and #2", so you shouldn't make anything else parallel.
