Parallelism Question

Please advise

I have a basic question on parallelism (please leave logic for time being)

1 - XYZ has increased the silver production by permitting the drainage of mines and the extraction of silver

2 - XYZ has increased the silver production by permitting the drainage of mines and permitting the extraction of silver

Which one is correct ? Or both are correct ?

When we evaluate X "AND" Y - do we need to repeat the same things or can we leave the common ones outside? I have seen both approaches to be correct.
Basically where am getting to is that - >

In 1 - should I break it as and read - by X and by Y or should i break at by permitting X and by permitting Y.
Very confused as to how should i break a sentence when it comes to evaluating parallelism.

both of those are acceptable sentences.
