Parallelism vs Command Subjunctive

Can someone pls help explain the below

Parallelism,SG (3rd edition), Pg 62:

Sub. Clause example: They contended that the committee was biased and that it should be disbanded
Does the second clause (.... that it should be disbanded) not violate the Command Subjuntive rule?

B.V + That + Sub + CS, where the CS is infintive minus the the to,

should the clause not be: They contended that the committee was biased and that it should be disband.

no. this has nothing to do with subjunctive, just correct tense. "should be X" must always include a participle in the place of X..
