When I first read the sentence, I was focused on Trenton. But upon further review, the sentence states "a large number." "A number" is plural and "the number" is singular.

I believe Ron explained about this issues very intensively in the older post but I can't find it. Anyhow the rule is that:

One of the + Plural nouns + singular verb

One of the + Plural nouns + that + plural verb

Since the sentences say that ....Trenton,..., is but one of the large number of communities that ....(the subordinate clause refers to what the communities do not what Trenton does) so the answer is C.
