Participle Modifier

Hi,
quick question about participles
Participles acting as adjectives tend to take their tense from the main verb, but what about participles acting as an adverb?
Do they also tend to have the main verb tense, or are they considered continuous or tenseless?
I.E., The doctors performed the surgery effectively, using modern equipment.
In this example, what is the tense of USING(if it has any)?
