About the OA choice (E), I have a question with the usage of "or".

I thought "or" is a conjunction and its usage is the same as that of "and" and "but".
When a sentence is written with "comma+or", a whole sentence with S+V shall be precedent and followed after "comma+or".
However, in this OA choice, there's lacking of a subject after "comma+or". Why isn't it a sentence fragment ?
I know it's worthless to question the OA, but I just want to take the chance to correct my mindset with the usage of "or".
