Point of this passage ?

What may the point of this passage ? Seems like a non-judgemental description of the Serbian political landscape. However, in the last paragraph that ends with "The event just left more people baffled", it feels that the author has an opinion. What do you think is the author's tone throughout ?

You are probably best to restrict your study to actual GMAT-like passages, as passages from other sources may not be sufficiently representative of actual GMAT passages to be worth your time..
