Potentially incorrect CAT question?

Hello, I encountered the following question in my CAT 4 and boiled it down to choices C and D. I picked D because I thought the administration would increase the amount of fines (i.e. now the ticket would be $500 vs. $100 before). The right answer is C because the question meant that the administration would be handing out more fines (or tickets). Could a staff instructor please clarify this question? Thank you!



The administration has increased the number of fines for mining safety violations as part of their campaign to protect miners.


A. has increased the number of fines for mining safety violations as part of their

B. have increased the number of fines for mining safety violations as part of their

C. has increased the number of fines for mining safety violations as part of its

Administration = singular = needs "its' as a verb
"the number of fines - "fines" here is countable and therefore, we have to use - "the number..." so, option C is correct.
