preposition Ving takes the subject of the clause doing Ving

Hello experts,

City council has recommended the use of new safety mechanisms on newbus cargo window latches to assure closing the windows properly before riding

Is closing here inappropriate because preposition V-ing takes the subject doing the action of Ving?
In this case city council itself, hence nonsensical?

I am unable to locate the original version of this sentence but i think it was an official question from paid source (unable to find now).
However i have changed it a bit for Copy rights issue.
Do you want me to change it further?
