Present tense describing a past status

Hi Ron

When checking choice B of SC Question 76 of OG 13, I am very confused about the tense used.

Clearly, the sentence wants to describe a past status of the people (they appeared to be equipped with something), but choice B uses present tense together with "to have done" to describe this past status.

Could you elaborate more on this usage? Is this usage different from a simple past tense?
