Your GMAT score is on the low side of the average scores of the candidates admitted to the schools you mentioned. Your ACT Math score will probably not be considered for a business school application. It is not impossible for someone with a 640 GMAT score to be admitted to these schools. If you look at the GMAT range, you will probably see that they include a 640 for at least some of those schools. However, if you are significantly below the average GMAT score, you should b e prepared to put together an outstanding application (outside of the GMAT), particularly for super-competitive schools like Harvard and Stanford.
If you think that you can continue to improve your score significantly, I recommend taking it a third time. Many applicants take the test three times. I would avoid putting yourself at a disadvantage if you can avoid it.
