pronoun usage in complex sentence

Hey guys ,

Please help me out with this sentence.

The biggest economic advancement that US and South Korea have attempted - a free trade agreement signed in April 2007 - has'nt been completed because it awaits ratification by its respective lawmakers .

Is this sentence correct ? What do the two underlined pronouns refer to ?

it looks like both underlined parts refer to the "economic advancement", i.e. the "free trade agreement". there are other problems with the sentence though, which is why i generally recommend not making up your own sentences but rather investigating actual GMAT problems..
