RC Unpack sentences

I really liked unpack strategy of understanding sentences in RC book of chapter 1, but I need more help with it.
Maybe practicing will be beneficial. Are there more practice questions available?
I am having hard time understanding and some of the sentences. I don't quite get what they mean. Like practice question 7 on the back of chapter 1.

"Since the success of modern digital surveillance does not obviate the need for intelligence gathered via old-fashioned human interaction, agencies charged with counter-terrorism responsibilities must devote significant effort to planting and/or cultivating "assets"-that is, spies-within terrorist organizations that threaten the country."

Here is what I understood from it and I know I am misunderstanding.
There is not much need for human interaction to fight terrorism as technology is the modern change. Agencies must devote in technology and give the spies (assets) resources who are helping prevent terrorist attacks.

Please help! I am stuck here.

"Obviate" means "get rid of / make unnecessary".

So, the passage says that technology does not marginalize the need for human intervention. I.e., even with technology, it's still important to have a human presence. Therefore, the agencies still need to put effort into having human spies in the appropriate places.

It seems like you have the right idea, but that the word "obviate" tripped you up. Now you know that word.
