S-V agreement: kinds of

All kinds of paper ( ) the biggest single component of municipal trash

all kinds of paper is/ are???

The essential part of the preposition structure is whether "all kinds" or "paper"??

Hope somebody can help me. Thank you!

Did you see this in an actual GMAT question? If not, please look for examples in actual GMAT questions, because when you make up your own there is a good chance you will construct something that has other errors or that is not even tested on the GMAT.

Ah, yeah if you can't verify a source of a problem, you should *definitely* not even look at it. Stick to official GMAT resources and MGMAT resources, because otherwise you risk learning things incorrectly from dodgy problems.
