same time as vs that

I have all MGMAT books; all are very helpful. There are certain things I am unable to find in the SC book. One of them is the usage of:
at the same time as
vs
at the same time that

Would the experts please explain when can one use these?

Look harder. :) "same as" is the preferred idiom..
