I have seen people use pretty much all 3 forms. I am not sure which one is correct in GMAT world and why. Can anybody please explain?

I'm not sure this is the question you're asking. Because the last item of the list is "requiring commercial fishers..." the other two items need to be parallel, and should be participial phrases. Your answer choice (C) would make all three items parallel ("establishing size limits ..., closing state waters ..., requiring commercial fishers ...")
