I would like to give some through on B and C
B - minority graduates are nearly four times more likely than other graduates who plan on practicing
C - minority graduates are nearly four times as likely as other graduates to plan on practicing

In previous post, Ron explained that the difference between "more likely than" and "as likely as" but I believe here, when we talk about likeness it would be better to say "as likely as" rather than "more likely or less likely".
Some more example: We can not say "more square", "more perfect" etc.

This is the one reason to go for C.

"who plan on practicing" is referring to only "other graduates" but what about "minority graduates". I believe when we use "to plan on practicing". it refers to both minority graduates and other graduates and that is being compared.

This is the other reason to go for C.


please correct me if I am wrong.

The main issue is that you have to evaluate "to plan" versus "who plan" in the broader context of the sentence. In particular, the "four times more/as likely" REQUIRES the word "to". You cannot just be four times as likely as someone else; you have to be four times as likely as someone else to do something..
