SC comparisons

6th Guide 8, Chapter 6, the comparison marker "as ... as"
the example :Mira is AS likely AS Sam to win the promotion.

I want to know the omitted words in this comparison, are there:
Mira is (to win the promition)
Sam (is to win the promotion)
right or not?

Yes, you could think of it like that. Here might be the full sentence:

Mira is as likely to win the promotion as Sam is to win the promotion.
