SC Doubt:Ellipsis

Following sentence is modeled after an OG OA.

"While some propose to combat smuggling by attempting to change laws, others suggest reducing domestic prices, and still others are calling for the prosecution of smugglers."

Now, would following sentence be correct?

"While some propose to combat smuggling by attempting to change laws, others by suggesting the reduction of domestic prices, and still others by calling for the prosecution of smugglers." i.e. can "propose to combat smuggling" function as an ellipsis?
