SC Guide Idiom List - Suspect

I have been reading this list. However, I don't understand what SUSPECT means.
Does it mean that if I encounter that on the GMAT, there will be the RIGHT on a different answer choice, which I should then select?
Or even the SUSPECT can be right and I should go ahead with that if the RIGHT isn't there??
Please enlighten me!

Even SUSPECT can be right given it is the best option among all
