SC - usaged of "THAT" with respect to "SAME"

Original Sentence: Company A insists that its starting salary for a man should be same as THAT for a woman.

Here the pronoun "THAT" refers back to the "salary" and makes the sentence grammatically complete

Question 1: but is the pronoun "THAT" mandatory ? Can the pronoun "THAT" be optional/implied here (if we don't mention it in the sentence) ?

Question 2: If we re-frame the above sentence as below will it convey the same meaning.?

Company A insists that its starting salary for a man should be same for a woman

if you see the following...
The company states that its starting salary is the same for a man as for a woman
...then it's fine.

your 'question #2' suggests that you're trying to learn HOW TO WRITE comparison sentences.
not only is that very hard to do (even most native english speakers can't consistently write comparison sentences well), but it's also a complete waste of your time: you just have to compare answer choices.
