SC: Verbs with Each

Found this in ARCO GMAt guide.

The court order’s requirement that each transit worker return to work was generally
ignored.

(A) that each transit worker return to work

(B) that each transit worker would return to work

(C) that each transit worker should return to work

(D) for each transit worker to return to work

(E) that each transit worker returns to Work

I chose E but the OA is A. "transit worker" is singular, shouldn't the verb "return" be singular as well?

You are right that "worker" is singular. However, A does NOT break subject-verb agreement. This is because the verb "return" is not in the indicative, but rather the subjunctive mood. The subjunctive mood follows here from the word "requirement." "Requirement that ..." sets up a structure equal to that stemming from a bossy verb. The command subjunctive is required.
