Thank you for the attempt to underline but it is still not correctly underlined as answer choices don't match with the underlined part in question.

Anyhow, here are few of my thoughts on the question.

In option A, "control of them" is not a correct or direct way to say "their control" as written correctly in option E.

Option B is out as "Although widespread" modifies "ways to control the pigeons" but that is not the intended meaning. "Pigeons" are widespread not the "ways to control". So, B is also out.

In option C, it sounds as if "pigeons control" is a kind of control. As in option B, here also "Although widespread" modifies wrong thing. "Although widespread" is not the "pigeons control" but "pigeons".

In option D, I don't think "control of these" is right way to refer pigeons. "These" don't have any accompany in the sentence. So, D is also out.

Of all the answer choices, I'll go with E for being concise and clear.

If my words count this question is really not of GMAT standard so don't practice such questions. Choose sources such as MGMAT guides for GMAT like questions.
