I'm sorry for repeating a sentence that has already been talked about a lot in the Forum.

However, I really wanted to clarify the following:

Why is the second "with" necessary?

Would the following sentence also be considered correct?

She argues that the agency acts with reckless abandon and disregard for human life and property.

X = disregard for human life and property

Y = reckless abandon.

For me, the split occurs at "with".

So the 2 parts of the sentence would like this:

She argues that the agency acts with reckless abandon
She argues that the acts with disregard for human life and property.
