I don't understand this reference.

Is this in the strategy guides?
If so, then note two things:
1/ This is the wrong folder for your question. If it's a question about something in the strategy guides, then it belongs in the MGMAT non-CAT section. Please re-post it there.
2/ Please post a page number.

If it's not in the strategy guides, then please give the source.
