which form is the correct one?

They both seem fine to me! Reflecting on my own usage, 'must' seems a little stronger than 'should'. Do you have a GMAT example in mind?

Actually I do not have a specific example or context. Sorry.

But on page 32 Sentence Correction Strategy Guide 6th there is an explanation.

The court ruled that the plaintiff SHOULD pay full damages. INCORRECT (morally obliged). A court cannot impose moral obligation.

The court ruled that the plaintiff MUST pay full damages. CORRECT (absolutely necessary). Here must indicates legally binding obligation.
