Singular or plural

Hello,

The sentence below is an excerpt from the non underlined part of Question 31 in OG12. I hope it won't infringe legal claims of GMAC as it is only a small part of non underlined part.

"Nearly two tons of nuclear-reactor fuel have already been put.."

I felt that 'has' must be used here, but 'have' is used. In this way, is it correct to say

"2 kilograms of rice are cooked"

I am confused. Please help.

this part is non-underlined for a reason.

you're right that statistical figures (number + unit) are normally singular. however, this usage is not uniform worldwide, so this exam WILL NOT test it.

in other words, there's no reason to worry about this.
