situations when that can be dropped

Hello experts,
In MGMAT, chapter 6 page 87, it is mentioned that that or whom can be dropped when modified noun is the object of the modifying clause; examples below( so that we don't get bogged down in jargon : ) )
The movie that we watched last friday was scary.
movie is object-->we watched movie
so that can be dropped
The movie we watched last friday was scary.

My question is, does it mean that cannot be dropped when modified noun is the subject of the modifying clause?
