i believe "will" is better, because the word "speculate" already conveys the essence of "may".
on a separate note, i don't think "speculation" should be preceded by "a"; it should just read "there is speculation".
do keep in mind that the gmat is usually VERY precise with language; for some reason, i find it somewhat unlikely that a real gmat sentence would start with "there is speculation". instead, it could probably identify the speculator, as in "experts have speculated that..."
