That usage

The Breeding bird survey uses annual roadsite counts along established routes that monitor changes in the population ...
Here in this sentence, OG says that has no referent.
Why does it say so ?

According to my reasoning, that refers to routes and obviously routes can't monitor ..So Yes in a way that doesn't have a good referent..

Is that what OG is trying to say ?
