'that' usuage

Astronomers have developed a scale that rates the likelihood of a particular asteroid or comet that may collide

can sumbdy pls explain what 'that' is referring to in the above sentence (asteroid or comet )

well, it refers to "asteroid OR comet".

analogy:
please recommend a book or website that will provide more information on the topic at hand.
--> in this case, "that will provide more information..." refers to "book OR website", not just one or the other.
