(B) that reform of the tort system is imperative if malpractice insurance premiums are to be brought

(D) reform of the tort system is necessary in bringing malpractice insurance premiums
(E) the tort system needs to be reformed so that malpractice insurance premiums are brought

can someone please explain why choice b is wrong? the oa is C thanks.

I was confused b/w A and C.

Essentially only A and C maintain the parallelism of the initial part of stem.

The question is which one is correct -to bring to versus for bringing. Can someone please explain why the infinitive works here?

idiomatic usage. to express intentionality or purpose, you use infinitives.
in fact, i just did that in the above sentence, entirely by accident: "to express intentionality or purpose..."

choice (b) doesn't contain any language that expresses the intentionality or purpose that's evident in the original. it's way too indirect: "if this is to happen, then..."
you can't do that in formal written language. that's the sort of language that might be used in speech, especially if there's some sort of rhetorical purpose that calls for indirect language (such as an unpleasant announcement - think about how this sort of presentation might soften the effect of, say, the announcement that you're kicking a kid out of school).
