The benefits of government funding for classes - CR

I find this CR difficult. My exam is tomorrow. Would someone please help me pick between the two choices?

The benefits of government funding for classes of foreign languages outweighs its cost. As international trade increases, international corporations will want more employees speaking foreign languages. Governments will receive higher tax revenues from the larger corporations that have hired multilingual employees.

Which of the following helps to evaluate the argument?

A. At least one of the employees hired at the corporation is trained at the classes funded by the government.

or

C. Tax revenues of all governments including government funding of foreign classes will increase.

A) relates to the statement about costs and benefits. I am not sure if C) disproves the benefit.

Please post the entire question.
C does not disprove the benefit. Tax collections of all governments could have increased due to economic growth all round the world. Countries which funded the classes could have had more tax collections than countries which did not.
