The protest was effective

FoV, 6th Edition, Pg 102, Drill 5.4

Q. Determine whether the sentence has an error and circle "Correct" or "Incorrect".

4. The protest was effective, but not without cost : sixteen people died.

"but" is a co-ordinating conjunction that joins together 2 elements of equal rank.

First part of the sentence: the protest was effective.

subject: protest
verb: was
structure: independent clause

,but = co-ordinating conjunction

Second part of the sentence: not without cost

not = adverb
without cost = prepositional phrase

In other words, second part of the sentence is not an independent clause. How can the sentence then be correct?

PS: I have no problem understanding the colon usage.

Would really like your thoughts on this one.

There's more than one way to use the word 'but'. We can use it to join two complete sentences together, but that's not the only use. Take this correct example, 'We were poor, but happy.'
