Hi Experts - on A vs C

If you dont know that "Unqualifying" is not a word in the english dictionary

can one eliminate A based on logic or meaning, perhaps ?

Unfortunately, the only way to eliminate the choice is to know the correct idiomatic use of the word. That said, this example is from 2008 - which means it was retired at least that long ago, so this question is OLD! The test has been moving away from having a question rest solely on an idiom or american-centric phrasing. So the best news - you will NOT have to worry about this on the test!
