Aristotle SC grail page 218 q94

The restructuring agency explored several alternatives, including complete and partial liquidation of assets, but has not found any feasible solution to the problems faced by the company

B) had explored several alternatives, which include complete and partial liquidation of assets, but has not found

D) has explored several alternatives, including complete and partial liquidation of assets, but has not found

Exploration and decision making cannot happen in parallel... You explore, then analyze and then decide..... Official answer is given as D.... exploration and decision making are happening at the same time... How can it be possible? I prefer B because of the logical sequence in time.... Do you have a reasoning that satisfies me? Thank you

We're looking at both things from the standpoint of the present. (They've looked into these things to address the present problem. They haven't found a solution to the present problem.)

"Had ___ed" doesn't work unless that action is viewed from a specific past standpoint.
