US vs Europe Accidents - CR

This is from 1000 CR. Can somebody explain why D is the answer? I picked E, because E though does not weaken the argument, but doesn't strengthen it either. But the OA is D. What can we do for questions such as this one, when both D and E neither strenghten nor weaken the argument.

The argument says that

US safety belts --> more severe injuries
EU saftey belts --> less severe injuries.

So US should adopt EU safety belt design

D is correct here because it is out of scope.

E weakens the argument by stating : Even after switching to EU safety belts the injuries are as severe ( number of injuries didnt reduce).
This shows that something other than the safety belt is the cause of more severe injuries. And thus it weakens the argument.
