I picked this sentence from one of your study hall sessions on comparisons. You said it refers to air quality of Los Angeles in 2010 and therefore it is nonsensical to say air quality of Los Angeles in 2010 in 1995.

we can't discuss OG problems. that includes discussions that don't cite the text of the problems.
...but, your interpretation of that problem was incorrect. go back to the context and think about the meaning more carefully.
