A - that may refer to either term/party
B - which may refer to either several posts/term/party
C - COrrect, modifying posts
including can only refer to posts. Take the literal meaning here,
Daniel Inouye including - sounds wierd

within the Democratic party during his first term,
is itself is modifying posts with the preposition 'within'
So including cant modify term/posts.

This is of form,
<Noun> <preposition>within <Modifier>(the Democratic party during his first term), <Modifier>(including) is perfectly parellel.

Note one more point, use of 'which' in place of second modifier will destroy the entire sentence structure.

So B and D out.
E - Out obvious reasons

so C wins
