verb tense for "either" and "neither"

I believe if used by itself, the verb tense should be singular, but if used with "or"/"nor", verb tense matches the last noun. Is this correct?

For example, "neither of these shirts is nice."

"Neither the living room nor the bedrooms were clean."

Also, which verb is correct in the following example?
"Any of these shirts is/are nice?

^^ the gmat exam doesn't test this construction, so there's little point in worrying about it.
