Verb tense

Following is modeled after OG-12, SC-74

OA is something like — A 1950 pact between Sweden and Poland reduced the amount of effluent that factories are allowed to release into the Baltic Sea.

I interpreted one of the incorrect choices (A 1950 pact between Sweden and Poland reduced the amount of effluent that factories had been allowed to release into the Baltic Sea) as "Status before 1950 pact: factories can dump 100 lit effluent; Status after 1950 pact: factories can dump 50 lit effluent"

Which doesn't seem to be a correct interpretation.
Though the OA seems logical, I couldn't kill the incorrect choice.

So, how would one report following? Perhaps learning the GMAT way of writing following would help.

(A) Status before 1950 pact: factories can dump 100 lit effluent, Status after 1950 pact till date: factories can dump 50 lit effluent.

(B) Status before 1950 pact: factories can dump 100 lit effluent, Status after 1950 pact: factories can dump 50 lit effluent, Current status: factories cannot dump any effluent.

Which is not the correct inference/interpretation because it is not the OA (OA is mentioned above).

So, what would be the GMAT way of forming a sentence if I actually want to report the something like that i.e. "Status before 1950 pact: factories can dump x amount of effluent; Status after 1950 pact: factories can dump less than x amount of effluent"
