verbal question

The cost of the El Paso tour includes admission to two museums, a play, and two other cultural attractions, but anyone wishing to cross the border should bring their passport.

a) but anyone wishing to cross the border should bring their passport
b) and everyone who wishes to cross the Mexican border should be bringing their passport
c) but anyone wishing to cross the border should bring his or her passport
d) and everyone wishing to cross the border should bring his or her passport
e) to such an extent that anyone who wishes to cross the border should bring his or her passport

I feel all options with "but" are wrong. I mean there is nothing that is contrasting so why but?
Answer according to me should be (B)

I would really appreciate if a mgmat staff can explain his or her answer and also give the reason why other options are not correct.

Anyone-singular so Their is a mismatch.

b) and everyone who wishes to cross the Mexican border should be bringing their passport

and will not come because it already existed in the earlier
2.be bringing GMAT hates Present continuous when you may Use Bring.
c) but anyone wishing to cross the border should bring his or her passport
Perfect [but correct,his or her singular in nature]
d) and everyone wishing to cross the border should bring his or her passport

And wrong as stated earlier
e) to such an extent that anyone who wishes to cross the border should bring his or her passport

Awkward [to such an extent]
