Verbal Sentence Correction Question (Tenses)

Following is the question:

An independent commission reviewed videotapes of the race and determined that Take It Easy is the true winner two days after Running Steady was named the winner of the Indiana Derby.

A. An independent commission reviewed videotapes of the race and determined that Take It Easy is the true winner two days after Running Steady was named the winner of the Indiana Derby.
B. An independent commission has reviewed videotapes of the race and determined that Take It Easy to be the true winner two days after Running Steady was named the winner.
C. Two days after being named the winner, an independent commission has reviewed videotapes of the race and determined Take It Easy to be the true winner of the Indiana Derby.
D. When Running Steady was named the winner of the Indiana Derby, an independent commission reviewed videotapes of the race and determined that Take It Easy is the true winner of the Indiana Derby.
E. Two days after Running Steady was named the winner of the Indiana Derby, an independent commission reviewed videotapes of the race and determined that Take It Easy was the true winner.

Can someone please help provide a walkthrough for a solution to this problem?

My thoughts..
A. Wrong because of "Take It Easy is" is in present tense which is incorrect.
B. Cannot find anything wrong
C. Starting phrase modifies independent commission instead of the name of Running Steady
D. When is incorrect.
E. Cannot find anything wrong

"determined that X to be..."
This structure is not a thing.

If someone "determines that ____", then "____" needs to be a complete sentence.

This is not a special idiomatic property of "determined", by the way; it's the standard use of "that" to introduce a complete sentence.
