What is meant in the underlined portion

what is meant in the underlined portion?

i trust you can see how meaningless this question is without context. you're going to have to be more specific about what you're referring to, and you're going to have to provide a background for why the answer to your question is relevant (i.e. what book did it come from and what page). otherwise, there is no more point in me answering your question than there is in you answering the question i asked above.. :)
