What is the difference between an argument and an issue?

How can you tell which is which? ... for me both of them are an issue and both of them are an argument ... so what is the difference between an argument and an issue?

The argument will always give you an actual argument - a paragraph that looks like a critical reasoning question. An issue is typically only one sentence long (occasionally two). The directions for the two are also different.
